Quality StarsQuality Stars is Mississippi’s tiered Quality Rating and Improvement System. It was developed by the Division of Early Childhood Care and Development (DECCD) of the Mississippi Department of Human Services. The Early Childhood Institute receives a grant from DECCD to administer Quality Stars. Monica May, M.S., is the director of the program.

Participation in Quality Stars is voluntary for licensed child care centers. Standards of quality have been established for

  • Professional Development
  • Evaluation
  • Parent Involvement

These criteria determine a center’s star rating. To assess the level to which the centers master the criteria, participating centers are evaluated using the Infant/Toddler Environment Rating Scale, Revised (ITERS-R) and/or the Early Childhood Environment Rating Scale, Revised (ECERS-R), and administrative records are reviewed.
